Meet our Principal/Managing Partner.

Thomas B. Woodard, MBA, is a senior healthcare executive, strategist, consultant, and academic leader with more than 25 years of experience advancing growth, operational performance, physician enterprise development, and value-based care. Throughout his career, he has partnered with executive and clinical leaders to strengthen physician alignment, improve financial performance, expand patient access, and guide organizations through complex strategic and operational transformations.

As Principal and Managing Partner of TBW Strategic Solutions, LLC, Woodard advises physician practices, medical groups, health systems, and emerging healthcare companies on strategy, business development, operational improvement, care-model transformation, artificial intelligence adoption, and sustainable growth. His approach integrates executive-level strategy with practical implementation, helping organizations move from opportunity identification to measurable results.

Before founding TBW Strategic Solutions, Woodard spent 15 years at Atlantic Health, holding several senior leadership roles, including Executive Director of Primary Care Partners and Director of Physician Enterprise. He led a multispecialty physician organization of more than 100 providers across 45 locations, with annual revenue exceeding $50 million. During his tenure, he helped expand patient access by more than 300,000 visits annually, improve operational efficiency by 25%, increase collections, strengthen physician engagement, and support the growth and integration of numerous clinical programs and service lines.

Woodard also held leadership responsibilities across a broader physician enterprise spanning hundreds of providers, multiple specialties, and a large regional network of ambulatory practices. His experience includes medical-group operations, revenue-cycle performance, provider recruitment and onboarding, governance, access, quality, service-line development, payer strategy, and organizational integration.

He also played a significant role in developing and managing accountable care and population health initiatives, including work with one of the nation’s largest Accountable Care Organizations. His experience in value-based care spans physician alignment, care coordination, quality improvement, network development, payer collaboration, and the design of strategies to improve both clinical and financial performance.

In addition to his executive and consulting work, Woodard serves as an adjunct faculty member at Rutgers University’s Edward J. Bloustein School of Planning and Public Policy and at Seton Hall University’s Master of Healthcare Administration program. He teaches undergraduate and graduate courses in healthcare strategy, finance, economics, marketing, operations, and leadership. His teaching integrates academic principles with real-world healthcare management experience, preparing current and future leaders to navigate an increasingly complex healthcare environment.

Woodard earned his Master of Business Administration from William Paterson University and a Graduate Certificate in Healthcare Administration from Seton Hall University. He is currently pursuing a Doctor of Health Administration at Central Michigan University and has completed Harvard Medical School’s certificate program, “AI in Health Care: Strategies to Implementation.”

He is an active member of the American College of Healthcare Executives, the Healthcare Leaders Association of New Jersey, and the Society for Health Care Strategy & Market Development. He has also contributed to numerous published works on value-based care, reimbursement transformation, and population health management.
